The Government should re-examine the exclusion of children who lived
without their mothers in the country's mother and baby homes and county
homes from the 2002 Residential Institutions Redress Scheme, the Commission of Investigation into Mother and Baby Homes has suggested.
As an alternative, it has suggested that Cabinet look again at establishing a similar redress scheme for the homes' former residents.
